Congressional Notification is a really long process. This is because there are additional reviews that must take place prior to the Department of State being allowed to authorize your request. Internal State Department procedures require additional reviews by additional desks and other agencies prior to submitting it to Congress for review.
Once the request actually makes it to Congress for review the timeline is automatically added with 15 calendar days for NATO, Australia, South Korea, New Zealand, and Japan and 30 calendar days for all other countries. This might sound like a quick turn around, but it can take 2 to 12 months to get the request to Congress for review.
If you have a project/program that will require Congressional Notification, be sure to build an enormous lead time into your contracts and sales figures.
