Congressional Notification
Additional Requirements

  In order to ensure your application is placed before Congress, there are several additional requirements a contractor must fulfill at the time of submittal. You will be required to provide the following.

• Signed contract with the foreign party already in place, no application will be considered without that signed contract.
• Copies of that signed contract for Congress to review.
• Summary of what your program/activity involves and why you need authorization.

Finally, Congress must be in session to review applications, something they only do three or four days a month.
