Proposal Controls

  There are a few other controls on transactions that must be checked prior to making any overtures for sales.

You must ensure that all the parties you wish to engage are not on any of the denied, debarred, or embargoed lists prior to beginning discussions with them. This means screening everyone from the Foreign Government or entity you wish to engage to the Freight Forwarders you will use to move equipment after a sale.

If any of those parties are a "hit" or appear on one of the U.S. Government "bad guy lists" you must cease and desist all contact at once — do not make offers to sell, do not keep up talking with them until it can be proved they are not the same entity on the list. Stop all interaction and take all the information you have directly to your compliance professional.

Your compliance professional will determine if any violations have already occurred and then provide the information that a denied, debarred, or embargoed party attempted to do business with your organization to the proper U.S. Government authorities. A failure to do so may put your organization at risk.
