  Sometimes an organization does not need to obtain a prior approval authorization, but still must give the Department of State a 30-day prior notification that they intend to make a proposal.

Again using the example of selling a $15 million dollar UAV to the Mexican Navy — the UAV is considered SME and it is valued at more than $14 million dollars, it is to be used by the Mexican Navy and, therefore, does not qualify as one of the countries that does not require notification, it involves a sale of a Defense Article and the identical (not similar) UAV has been previously exported to other foreign countries for sale.
