The process of obtaining authorization from a U.S. Government agency can take weeks, months, and sometimes up to a year to obtain. The reasons for the length of time vary from a failure to submit a good application package to requiring Congressional Notification and having to wait for Congress to review your request.
Some applications are processed faster than others — for example, any application in support of Operation Enduring Freedom or Operation Iraqi Freedom, other applications that involve high dollar products or services, or are a request to transfer classified or closely held technology may take much longer as the individual agencies within the Government review and determine if the activity will have an effect on balance of power of nations, national security or endanger an allied nation. The decision to approve an application is not taken lightly by the U.S. Government and many organizations have a say in what will be allowed and what will not be allowed.
