Import and Export regulations require that certain markings also appear on the shipping paperwork for controlled items. The invoice, bill of lading, air waybill, and other export or import documents must contain a statement that the contents of the package are controlled under U.S. Government regulations.
This alerts the Customs Officers at points of exit that there are additional paperwork requirements required prior to allowing the shipment to leave the country and allows the Customs organization to keep metrics on overall exports and imports made yearly by the United States.
The marking of export/import documentation also puts the foreign receiver on notice that there are U.S. Government controls on the items they are receiving and to take the necessary precautions to protect those items.
